Implementation Strategy:
Promotion of Self Governance:
Functioning of Gram Sabha & Its Committees: As per the Jharkhand Panchayati raj Act (JPA), every village will have a Gram Sabha, which will form by the voter of that village listed in the voter’s list. Hence the Gram Sabha is a statutory body and it is exiting and need to strengthen through awareness and organisation. It is proposed to strengthen 37 Gram Sabha. As per the JPA there will be eight (8) committees in each gram Sabha for different purposes, thus 296 committees of 37 GSs will be strengthened.
Orientation meet and Exposure visit:
Village level orientation meet will be organised to sensitise about different act and social legislation. It is proposed for Orientations meet every year between Apr to June and Oct to Dec and exposure visit in Jan – March quarters.
Publication & distribution of IEC material: Awareness will be done through publication and distribution of 4 booklets every year on social and welfare legislation & schemes, best livelihood practices, entitlement, government schemes etc., to bring the people in right mode for demanding their entitlements. Here we are proposing to publish and distribute 16 such booklets each of 500 in number during the project period.
Environment Creation: Environment creating will play an important role in mobilising the community at grass root. Spreading messages and information will help people to aware of situations and brain storming. This will be done through wallboards, Nukar Natak, Padyatra, TV show etc. in the field through out the year.
Day Celebration: Celebrations in different occasion will help people to unite, realise issues and plan intervention. The following programme will be organised.
Republic Day: On the eve of Republic day celebration, flag hosting and tournament will be organised. Prize will be distributed to the winning team.
International Women’s Day: Rally and Sabha will be organised on this occasion. Memorandum will also be given to District office. This programme will be organised under the leadership of MMs.
Arhar Week: The agriculture production could be increased only through promoting “Dry land farming practices in the target villages as the situation prevails. Long duration Arhar is the key crop to promote dry land farming, which will help to cultivate second crop also with the existing moister of the agriculture land especially in low and uplands. Where there is well or irrigation source is available whet, mastered and vegetable specially potato and onion could be grown, which is presently not done due to free grazing after December. Special effort will be done through celebrating “Arhar Week” in the quarter of MAY – June each year to educate and mobilise people for its promotion adoption and revival of Bathan system in the village. Resource persons from Agriculture College / Block and district level agriculture staff will be invited during the week.
Paryawaran Parab: Promotion of forestry and horticulture will be one of the important activities at the field level. Paryawaran Parab (Environment festival) will be organised from 11 – 28 July every year. During this occasion general discussion and brain storming on forest related issues and plantation of fuel, fodder and fruit bearing plants will be done.
Independence Day: On the occasion of Independence Day flag hosting & tournament will be organised. Prize distribution will be done to encourage the youth.
Gandhi Jayanti: On the occasion of Gandhi Jayanti i.e., 2nd October sports will be organised. People will be mobilised for development of their area and community through Ahimsa and Cooperation.
Birsa Jayanti: On the occasion of Bisra Jayanti on 15th November cultural competition will be organised.
Gram Sabha Sammelan: Gram Sabha Sammelan will be organised at the Oct-Dec quarter of each year at CSO level to bring the people together at one place and one platform. It will also be a occasion to show the strength and unity of people.
