GOALS OF SVM
To facilitate and coordinate grass root organisations in strengthening grass root democracy and enhancement of social cohesion in Simdega district.

OBJECTIVES OF SVM

  • To promote an enabling environment for Panchayati Raj Institutions, by creating a platform of voluntary organisations ready to address the need of democratic decentralizations.
  • To enhance people’s participation especially women and dalits in the election;
  • To create an enabling environment for free and fair election;
  • To establish information centres during pre election campaign at block and district level.

Theme during the campaign

Promoting women for candidateship other than reserved area: The act had provided 33% reservation in all seats in a rotation basis. We propose to increase opportunity for election of more women by mobilising them for candidature ship in non reserve seats also.

Promotion of peace and harmony during election period: For a good governance, free and fare election is urgent. It will help in keeping atmosphere of peace and harmony during and after the election. Hence we propose to create such atmosphere through awareness and mobilising people and keeping close eyes over situations during the poll. We also propose to keep homogeneous relationship with all the candidate fighting for the election.

Publication and distribution of Awareness materials: Publication of awareness generation materials will be done and available materials will also be collected and distributing it to Mass.

Background: The 73rd amendment of Indian constitution opened opportunities for self governance and true and active participation and control over democracy and development at village level. After separating from Bihar, Jharkhand being scheduled area passed Jharkhand Panchayat Raj Act in the state assembly in 2001. The act was little amended and bylaws were enacted. The government has made significant administrative and constitutional provision for grass root democracy. The election is uncertain still uncertain. Vast powers and duties have been given to Gram Sabha and Panchayat. Therefore it is necessary to act not only for free and fare election but election of suitable candidates.

Reservations have been made for schedule tribes, scheduled casts, backward communities and women. The post of Mukhiya, Upmukhiya, Pramukh, Uppramukh and Adhyaksh of Zila Parisad have been reserved exclusively for tribals. One third of all post has been reserved for women in rotation basis. We assume to elect high number of women belonging to different casts, religion and ethnic groups.

Pre Actual Campaign:

  1. Generating awareness about the preparation of the voter list;
  2. Training about the provisions of Jharkhand Panchayati Raj Act, its rules and regulations and election procedures
  3. Organising meetings with the community based organisation;
  4. Preparation plan block wise
  5. Distribution of materials to organisations
  6. Mobilising Govt. machinery “DC/BDO/Election bodies” for collecting relevant Documents

During the Actual Campaign:

  1. Awareness Mela in all covering Panchayats to educate about procedure of nomination filling, Panchayati Raj election, voting pattern etc.
  2. Distribution of posters, pamphlets,
  3. Pasting of posters, pamphlets and using audio and video cassettes
  4. Hiring public addressing systems and vehicles
  5. Organising village level meetings
  6. Kala Jatha ( Street play, Padyatra, Cycle rally, Mela, etc)

Post Actual Campaign:

  1. Observing the pre election proceedings
  2. Observing the election proceedings
  3. Observing the counting proceedings
  4. Observing the post results declaration phase
  5. Evaluation of the P E A C
